Marks a method as the provider of a prompt.

Remarks
The method returns the prompt messages, and each of its parameters becomes a prompt argument. Note that a method marked only as a prompt is registered and listed, but is never invoked: the generated provider resolves the method through the tool dispatcher, which only accepts a method that is also marked as a tool. Apply the tool attribute as well for the provider to run.
