TMS FNC Widget Marquee Progress

TTMSFNCWidgetMarqueeProgress is an animated arc progress control for indeterminate operations. A sweeping arc segment continuously travels around the ring, signalling that work is in progress without requiring a known completion percentage. Animation speed, arc length, and colour are configurable.
