Fired to ask whether a per-cell layout (set through the grid's Layouts property) fully replaces the state layout of that cell.

Remarks

Only fired for cells that have a per-cell layout.

Name	Description
`Sender`	The grid renderer.
`ACell`	Coordinate of the cell that has a per-cell layout.
`AHasPriority`	On entry True for normal-state cells and False for other states (selected, focused, fixed, banded, grouped). Set to True to apply the complete per-cell layout; when False only its font, text alignment, angle, wrapping, trimming, text margins and sides are merged.
