Recalculates the total content size and the fixed-band totals, and clears the cached row and column positions.

Refreshes TotalColumnWidth, TotalRowHeight, TotalFixedRowHeight, TotalFixedColumnWidth, TotalFixedBottomRowHeight and TotalFixedRightColumnWidth. Does nothing while UpdateCount is above zero. Called from Update.
