Recalculates which scrollable rows and columns fall within the viewport.

Remarks
Updates StartColumn, StopColumn, StartRow, StopRow, TotalColumnOffset and TotalRowOffset from the current scroll position and content rectangle. Hidden rows and columns are skipped. Does nothing while UpdateCount is above zero. The renderer calls it after scrolling, resizing and layout changes.
